By eliminating those parts you keep your brakes much cooler. In fact, they really don't heat up at all... unless the crash causes a fire

Air brakes on a tractor trailer. Only piece I see missing is just the drum. Some don't have backing plates to aid with cooling and ease of maintenance.

There's an interesting law here that says an increase from re-assessment has to be phased over 3 years. And it can't be done more often that 3 years.
So they pretty much do it every 3 years on the nose, and overshoot value b/c they know they'll only get a lower % of the increase.
Except, quite conveniently, when prices were falling back in 2011 they waited longer to reassess. Funny how that works.
