Replying to conversation

Just had someone send me a conversation and I cant respond to it. There is literally no box to type a reply.
 
When you start a new conversation, there's a checkbox at the bottom that says "Lock Conversation - No Responses Will Be Allowed".

There's no permission to control it... and it's a real pain in the ass.

I think most wives come with that setting by default.
