Oxygen Acetylene torch question

I have a small portable torch and I have a question about the acetylene regualtor. When I set the acetylene regulator I open the valve on the torch and then turn the regulator until I get 3-5 pounds on the regulator gauge. After I set the regualtor I close the valve on the torch and the regulator needle starts to rise. I know it should rise some but mine keeps rising slowly until it gets to like 15-16 pounds. I know the acetylene is never suppose to break 15 so is my regualtor messed up? Again the torch valve is close at this high reading but it seems to continue to rise for to long and get to high.
 
just back the knob on the regulator out to about 12 and you'll be fine. Back it out a little, turn the torch on for a second, then close all the knobs on the torch head. Your pressure should have gone down.

You can't read the pressure on the gauge with the knobs open on the torch head. It won't be accurate.
