No power steering at idle

New to me 2003 CTD Dually. Started this morning with no power steering at idle, once I get above 1500 RPM it seems fine. Fluid level was at the 'fill' mark. Filled to the correct level. Drove it some, cycled the steering lock to lock a couple of times. No change. There is a slight moaning when trying to steer at idle. Is my pump (at the front of the motor) going? or is it likely something else I should check first?

I had a similar issue with my dodge, but my issue was tire related. you do have load range d or e tires right?

E tires at 65# No change in them from yesterday

Some of the Dodges have a P/S filter,if it does,it could be blocked.

I would throw a pump at it. Probably low rpm's it cam build enough flow & pressure.
