97 Jeep TJ motor mount hack?

I have a 97 TJ and the fan started hitting the shroud one day. I got under it and noticed there is a crappy adapter made from thin steel that is broken. Any idea why someone would have made this?

That is the hack ass way to "repair" broken motor mount bolts.
You need 3 new 3/8" course by 1.25" grade 8 bolts.
Remove all of that garbage and do the following:
Take a air powered 3" cut off wheel, hold it up there and cut a shallow groove through the boss into the remainder of the broken bolt. Spray some penetrant on it, twist out with a #BTL (stubby) screwdriver.
Been there, done that. Works every time.
